Could there be a Saturday session of the General Assembly?

Legislators have four remaining days in which to conduct business before the 2018 Kentucky General Assembly session concludes.

The next of those sessions, which originally was scheduled for today, has been rescheduled for Thursday, while two more days – April 12 and 13 – remain unchanged on the session’s calendar, according to the Legislative Research Commission (LRC).

However, lawmakers serving on the conference committee are still expected to meet today to continue hammering out a new biennial state budget, which takes effect on July 1, the beginning of the commonwealth's Fiscal Year 2019.

LRC Public Information Officer Rob Weber confirmed lawmakers may still move legislation and cast votes on bills and amendments other than those related directly to the budget during the sessions final four days, just like any other day of the session.

This even though Thursday’s session is branded “Concurrence Only”  on the LRC’s calendar – suggesting discussion is limited to working out the differences between the House and Senate budget plans – and the final days are traditionally designed to allow lawmakers to consider overriding vetoes made by the governor during the two-week recess, which this year is March 30-April 10. Legislative committees will continue to meet as scheduled.

With weather forcing the legislature to cancel its scheduled session on Jan. 12, one other day – which would be the 60th day – remains.

Since the Kentucky Constitution limits the legislature to 60 days each budget sessions which occur during even-numbered years and requires adjournment of those sessions by midnight on April 15, which falls on Sunday during this year’s calendar, the legislature, if it chooses to use that day during this session, would meet on Saturday, April 14.

Considering that several bills were passed during a historic session during the first Saturday of last year’s session, could we see another memorable session during the final Saturday of this year’s session?
