Constitutional law professor, founder of UofL’s Ordered Liberty Program, joins Bluegrass Institute Board of Scholars
(LOUISVILLE, Ky.) – The Bluegrass Institute for Public Policy Solutions, Kentucky’s free-market think tank, welcomes Luke Milligan, J.D., constitutional law professor at the University of Louisville Brandeis School of Law, as the newest member of its Board of Scholars.
A legal scholar focused on constitutional law, privacy and political freedom, Professor Milligan’s most recent scholarship addresses the Fourth Amendment's right “to be secure.” His work in this area has been the subject of a series of amicus briefs to the U.S. Supreme Court. A regular contributor to the law reviews, Milligan’s articles have been published in the Boston University Law Review, Emory Law Review and Washington and Lee Law Review, among many others.
“The Bluegrass Institute is a terrific organization and I’m honored to join its Board of Scholars,” Milligan said. “My primary interest here is in the connection between private enterprise, truth and human flourishing. It’s essential that people have the freedom to cooperate – to transact – in ways that are not under the control of the majority, which too often gets carried away and loses sight of truth.”
Milligan was granted tenure at UofL in 2015. In addition to teaching constitutional law and criminal law, he directs the university’s Ordered Liberty Program (OLP), which he co-founded along with federal judge Justin Walker.
OLP’s mission is to “serve political communities, here and abroad, through advanced inquiries into constitutional law and political theory, with heightened emphasis on natural law, political freedom, federalism, separation of powers and the common good.”
Milligan received his Bachelor of Science in Business, majoring in Economics, from Miami University in Ohio, and his Juris Doctor, with honors, from Emory University, where he served as articles editor of the law review.
Earlier in his career, he served as law clerk to Judge Edith Brown Clement of the U.S. Court of Appeals for the Fifth Circuit and Judge Martin L.C. Feldman of the U.S. District Court for the Eastern District of Louisiana. Before moving to Kentucky, Milligan practiced law at the Williams & Connolly firm in Washington, D.C.
