KYTC awarded $7.3 million in single-bid contracts exceeding their engineer's estimates in October

The Kentucky Transportation Cabinet (KYTC) awarded 14 single-bid contracts (exceeding their engineer’s estimates) to Kentucky’s highway contractors in October. Those single-bid awards totaled $7,349,147 — costing taxpayers $256,813 above and beyond the estimated costs for those projects.

Hinkle Contracting had a big month, securing six single-bid awards. Hinkle’s haul added up to $2,288,709, including a $534,612 contract for “various routes in Knox County.” Hinkle’s single-bid awards exceeded KYTC’s internal estimates by $95,394.

L-M Asphalt Partner’s $1,637,287 single-bid contract for “various routes in Laurel County” was the largest award in October. The company also won two additional single-bid contracts for 5.9 miles of asphalt resurfacing in Whitley County totaling $663,912.

Yager Materials submitted a bid to KYTC that was 11% over the engineer’s estimate and was awarded a $919,965 contract for 2.5 miles of asphalt resurfacing in Hancock County. Mago Construction was given a $540,630 single-bid award for a 5.6 miles of asphalt resurfacing in Breckinridge County.

The remaining single-bid awards (that exceeded the engineer’s estimates) in October included:

  • Nally & Gibson: $677,875 for 1.5 miles of asphalt resurfacing along “Champions Way” in Scott County.

  • Harper Construction: $384,531 for “improvements at various intersections” in Calloway and McCracken counties.

  • Mountain Enterprises: $236,236 for 1.6 miles of asphalt resurfacing in Greenup County.

A back of the envelope calculation indicates KYTC has awarded 151 single-bid contracts (exceeding the engineer’s estimate) totaling $173.8 million to Kentucky’s road contractors since the beginning of the year.

In October, KYTC awarded single-bid contracts for projects in the following counties: Calloway, McCracken, Bell, Breckinridge, Greenup, Hancock, Harrison, Lee, Scott, Whitley, Bourbon, Knox and Laurel.
