KYTC single-bid awards: April 2022
The Kentucky Transportation Cabinet (KYTC) awarded thirty-five single-bid contracts totaling $63,231,323 during their April bid letting. All total, those single-bid awards exceeded the Transportation cabinet engineer’s estimates by $7,067,004.
Thirty-four of the single-bid awards were asphalt-related. The asphalt-related bids ranged between 89.6% - 108.6% of KYTC’s estimates (with one exception).
The exception was a $23,348,194 single-bid contract awarded to the Rogers Group for 5.3 miles of pavement on Interstate 24. The company’s bid was 129.5% of the project’s estimate ($5,316,961 higher). The Rogers Group secured two additional single-bid contracts last month, bringing their total awards to $24,264,403.
Here is an overview of last month’s other asphalt-related single-bid awards by company:
L-M Asphalt Partners: 3 single-bid contracts totaling $19,016,462. All three awards exceeded KYTC’s estimates and all three were for projects in Fayette County. (Note: L-M’s largest award was $16.2 million for 12.6 miles of asphalt rehabilitation for I-64 in Fayette and Clark counties).
Scotty’s Contracting: 8 single-bid contracts totaling $4,377,049 - exceeding KYTC’s estimates by $120,035.
The Allen Company: 2 single-bid contracts totaling $3,047,213 - exceeding KYTC’s estimates by $153,110. The cabinet rejected a $12.06 million offer from the Allen Company for 10 miles of asphalt rehabilitation along I-75 in Madison County.
Jim Smith Contracting: 6 single-bid contracts totaling $2,413,330. The company’s successful awards ranged from 89.6% - 103.9% of KYTC’s estimates.
Hinkle Contracting: 2 single-bid contracts, including one for 6.49 miles of asphalt resurfacing in Bourbon County. Hinkle’s awards in April totaled $2,308,911 - exceeding KYTC’s cabinet engineer’s estimates by $59,446.
Mountain Enterprises: 4 single-bid contracts totaling $1,943,118 - exceeding KYTC’s estimates by $46,369.
Mago Construction: 2 single-bid contracts totaling $1,371,019. Both bids were below KYTC’s estimates for the projects.
Each of the following road contractors secured one single-bid asphalt-related contract in April: Haydon Materials ($440,987), Lexington Quarry Company ($2,122,116), Rame Contracting ($367,974) and Walker Construction ($1,449,739).
KYTC rejected fifteen single-bid offers from Kentucky’s highway industry. Those unsuccessful bids ranged between 108.3% - 168.9% of the agency’s internal estimates.
