KYTC Single-bid awards: February 2022

The Kentucky Transportation Cabinet (KYTC) awarded 13 single-bid contracts totaling $9,082,400 during their February bid letting. Twelve of the thirteen awards were asphalt-related. Of those, the successful bids ranged between 83.1% to 101.6% of the cabinet engineer’s estimates.

KYTC rejected single-bid offers for seven additional asphalt-related projects. Those unsuccessful bids ranged between 106.1% to 124.2% of KYTC’s internal estimates.

Only two single-bid awards in February exceeded the cabinet engineer’s estimates:

  • Hinkle Contracting’s $125,894 offer for 0.48 miles of asphalt resurfacing on KY 1812 in Breathitt County exceeded KYTC’s estimate by $1,975. Two more successful awards by Hinkle brought their single-bid total to $3,963,461 for the month. (Both were under the cabinet’s estimate).

  • The Allen Company’s $936,167.75 offer for 3.9 miles of asphalt resurfacing on US 27 in Lincoln County exceeded KYTC’s estimate by $9,221.

Mountain Enterprises secured 3 single-bid contracts last month totaling $2,499,549. All three of Mountain’s winning bids came in under the engineer’s estimates for those projects.

Scotty’s Contracting & Stone was awarded a $137,411 single bid award for 0.89 miles of asphalt resurfacing in Logan County. The bid was $10,636 under the cabinet’s estimate. The Bowling Green-based company had two much larger single-bids for asphalt rehabilitation projects in Grayson and Hopkins County rejected by the Cabinet.

The other asphalt-related single-bids were awarded to:

  • Mago Construction: $580,943.82 for 5.29 miles of asphalt resurfacing on KY 79 in Breckinridge County.

  • Jim Smith Contracting: $203,291.90 for 1.93 miles of asphalt resurfacing on KY 348 in Graves County.

  • L-M Asphalt Partners: $253,115.00 for 1.7 miles of asphalt resurfacing on KY 312 in Whitley County.

  • Haydon Materials: $201,951.25 for 1.52 miles of asphalt resurfacing on KY 658 & KY 3518 in Taylor County.

All four of those bids came in under KYTC’s estimates.

L-M Asphalt Partners faced competitive bids for a 1.91 mile “pavement” project on US 421 in Fayette County. The competition, however, didn’t come from any of the road contractors that have historically refrained from bidding against one another in the Lexington area. (Link)
