It's a good problem to have when the Bluegrass Institute simply can't be in every county passing right-to-work ordinances -- because there are too many doing so!

While Bluegrass Institute president Jim Waters on Monday was speaking to the Cumberland County Fiscal Court, which unanimously passed the first reading of a right-to-work ordinance, Todd County magistrates were passing their own act.
