KYGA23: Week One

The first week of the 2023 Kentucky legislative session has ended; the General Assembly will not reconvene again until next month.

While the first week of legislative sessions are generally uneventful as legislators focus on organization and training in areas like ethics and using the Capitol’s technology, the House did pass legislation lowering Kentuckians’ individual income tax rate.

House Bill 1 lowers the rate from 4.5% to 4% beginning Jan. 1, 2024. Last year, legislators passed a law with an automatic income tax rate reduction from 5% to 4.5% that went into effect Jan. 1, 2023. That same law included revenue and Budget Reserve Trust Fund triggers that, when met, could, with a vote of the General Assembly, lower the state’s individual income tax rate by 0.5% every year until the tax is eliminated. The Senate is expected to approve the reduction when the General Assembly reconvenes on Feb. 7.
