KYTC awarded $13.7 million in single-bid contracts exceeding their engineer's estimates in June

The Kentucky Transportation Cabinet (KYTC) awarded 17 single-bid contracts exceeding their internal estimates to Kentucky’s highway contractors in June. The single-bid awards for the month totaled $13,779,146 — costing taxpayers $521,099 above and beyond the estimated cost for those seventeen projects.

Mountain Enterprises was awarded four single-bid awards last month. Mountain’s haul totaled $3,738,632, which exceeded the Cabinet’s estimates for those projects by $168,629.

Jim Smith Contracting secured two single-bid contracts totaling $2,837,211, including a $2.08 million award for 7.2 miles of asphalt resurfacing on US 62 in Marshall County.

KYTC awarded L-M Asphalt Partners three single-bid contracts in June, including a $1.4 million contract to repave 8.6 miles of KY 192 in Laurel County. L-M’s haul for the month added up to $2,621,388 - exceeding KYTC’s internal estimates by $136,634.

The Allen Company was awarded two single-bid contracts (exceeding the Cabinet’s estimates) totaling $1,346,666. Scotty’s Contracting was also awarded two single-bid jobs on bids higher than the estimated costs for the projects. Scotty’s awards added up to $966,818.

Four other Kentucky highway contractors were awarded single-bid contracts in June:

  • Gaddie-Shamrock: $1,572,929 for 7.2 miles of asphalt resurfacing in Russell County.

  • Haydon Materials: $330,632 for 2.2 miles of asphalt resurfacing in Marion County.

  • Hinkle Contracting: $241,078 for 2.3 miles of asphalt resurfacing in Pulaski County.

  • Mago Construction: $123,790 for for 1.7 miles of asphalt resurfacing in Breckinridge County.

A back of the envelope calculation indicates KYTC has awarded 84 single-bid contracts (that exceeded their engineer’s estimates) totaling $70.4 million to Kentucky’s road contractors in the first six months of 2021.

Last month, KYTC awarded single-bid contracts for projects in the following counties: Perry, Fayette, Marshall, Breckinridge, Clark, Floyd, Garrard, Laurel, Letcher, Pike, Pulaski, Russell, Whitley, Marion, Metcalfe and Monroe.
