KYTC awarded $16.5 million in single-bid contracts exceeding their engineer's estimates in September

The Kentucky Transportation Cabinet (KYTC) awarded 26 single-bid contracts exceeding their internal estimates to Kentucky’s highway contractors in September. The single-bid awards last month totaled $16,553,474 - costing taxpayers $444,694 above and beyond the estimated costs for those projects.

L-M Asphalt Partners secured six single-bid contracts (exceeding KYTC’s estimates) totaling $6,011,980. L-M’s single-bid haul included a $3.6 million award for 3.9 miles of asphalt rehabilitation on the Hal Rogers Parkway in Clay County.

KYTC awarded Hinkle Contracting six single-bid contracts totaling $2,106,224. Hinkle’s largest single-bid award in September was for 2.57 miles of asphalt resurfacing in Pulaski County.

The Allen Company secured four single-bid contracts last month. Their successful bids exceeded KYTC’s estimates by $110,480 for the four projects.

Jim Smith Contracting was awarded two single-bid contracts in September, including a $2.8 million asphalt resurfacing project covering 5.4 miles of US 60 in McCracken County.

Mountain Enterprises won two single-bid contracts (exceeding the cabinet’s estimates) totaling $869,994. Walker Construction scored two single-bid awards that added up to $643,372. The Rogers Group also secured two awards totaling $584,895.

Haydon Materials got a $124,693 single-bid award for 1.07 miles of asphalt resurfacing in Marion County. The Lexington Quarry Company was given a $435,565 single-bid award for “various routes in Jessamine County.”

A back of the envelope calculation indicates KYTC has awarded 141 single-bid contracts (that exceeded their engineer’s estimates) totaling $164.8 million to Kentucky’s road contractors since the beginning of the year.

In September, KYTC awarded single-bid contracts for projects in the following counties: Breathitt, Calloway, Christian, Laurel, McCracken, Marion, Montgomery, Owsley, Pike, Pulaski, Trigg, Whitley, Clay, Garrard, Harrison, Boyle, Clark, Estill, Fayette, Jackson, Jessamine, Morgan, Perry, Rockcastle and Whitley.
