KYTC awarded nineteen single-bid contracts exceeding their engineer's estimates in April.

The Kentucky Transportation Cabinet (KYTC) awarded 19 single-bid contracts exceeding their internal engineer’s estimates to Kentucky’s highway contractors in April. The single-bid awards for the month totaled $31,739,208, costing taxpayers $944,949 above and beyond the estimated price for those projects.

KYTC awarded Haydon Materials LLC a $17,883,674 contract for 15 miles of asphalt surfacing in Marion and Taylor counties. Haydon’s bid was $423,901 higher than the engineer’s estimate for the project.

Mountain Enterprises was awarded six single-bid contracts in April, including a $2.6 million US Highway 23 project in Greenup County. Mountain’s bid for 5.5 miles of asphalt resurfacing exceeded the cabinet’s internal estimate by $118,842.

L-M Asphalt Partners secured five single-bid awards. L-M’s single bid haul for the month added up to $2,550,252.

Mago Construction scored two single-bid awards, including a $1,095,686 award for 9.6 miles of asphalt resurfacing in Breckinridge County. Mago’s other single-bid contract was a $457,936 award for “various routes in Mercer County.”

HB 561, sponsored by Rep. Sal Santoro last session, included language to prohibit KYTC from awarding single-bid contracts that exceed their own estimates. The Transportation Cabinet appears unwilling to rein in these excessive awards on their own.

We encourage Rep. Santoro and other lawmakers to keep fighting against KYTC’s wasteful spending.
