KYTC single-bid awards: 3rd quarter 2022

The Kentucky Transportation Cabinet (KYTC) awarded 72 asphalt-related single-bid contracts totaling $188,893,041 during the 3rd quarter of 2022. (July, August, September)

Forty-one of the asphalt-related single-bid awards exceeded the cabinet engineer’s estimates during the three month period. The winning bids ranged between 81.0% - 123.1% of the estimates.

Here is an overview of the 3rd quarter asphalt-related single-bid awards by company:

  • L-M Asphalt Partners: 6 single-bid contracts totaling $61,486,511. KYTC awarded two single-bid awards totaling $52.2 million to L-M for projects in Fayette County in August.

  • Scotty’s Contracting: 16 single-bid contracts totaling $32,413,361. Scotty’s largest single-bid award was $14,329,961 for 1.48 miles of grade, drain and bridge surfacing in Logan & Todd counties. That bid exceeded the engineer’s estimate by $633,433.

  • The Allen Co.: 7 single-bid contracts totaling $38,183,419. The company secured two single-bid contracts totaling $27,494,075 for projects in Madison County. In total, those Madison County bids exceeded the engineer’s estimates by $1,187,823. A third Madison County project came in $71,874 under KYTC’s estimate.

  • Mountain Enterprises: 6 single-bid contracts totaling $11,545,981. Four of the six awards exceeded the engineer’s estimates. One of the company’s bids for 6.6 miles of asphalt resurfacing in Martin County came in $585,204 under the cabinet’s estimate.

  • Hinkle Contracting: 10 single-bid contracts totaling $7,765,127. Hinkle’s winning bids ranged from 90.7% to 108.9% of the cabinet’s estimates. For the quarter, Hinkle’s bids exceeded KYTC’s estimates by $126,605.

  • Rogers Group: 5 single-bid contracts totaling $18,818,264. The company’s largest award this quarter was $6,202,511 for 6.8 miles of asphalt rehab on the Pennyrile Parkway.

  • Yager Materials: 5 single-bid contracts totaling $3,664,307.

  • Gaddie-Shamrock: 3 single-bid contracts totaling $1,716,729.

  • Haydon Materials: 3 single-bid contracts totaling $1,811,932.

  • Jim Smith Contracting: 3 single-bid contracts totaling $1,343,393.

  • Mago Construction: 2 single-bid contracts totaling $1,771,289.

  • Eaton Asphalt: 2 single-bid contracts totaling $8,838,186.

  • Rame Contracting: 2 single-bid contracts totaling $7,007,584.

  • H.G. Mays Corp.: 1 single-bid contracts totaling $403,150.

  • Lexington Quarry Co.: 1 single-bid contract totaling $124,800.

KYTC rejected 47 single-bid offers from Kentucky’s highway industry. Those bids ranged from 104.2% to 185.4% of the cabinet engineer’s estimates.
