KYTC Single-bid awards: January 2022
The Kentucky Transportation Cabinet (KYTC) awarded 25 single-bid contracts totaling $67,605,498 during their January bid letting. The successful bids ranged from 80.5% to 107.8% of KYTC’s engineer’s estimates.
20 out of 25 single-bid awards were asphalt-related. Only two asphalt-related single-bids were rejected by KYTC last month.
Scotty’s Contracting & Stone secured five single-bid contracts totaling $39,589,951. All five of Scotty’s bids came in under the engineer’s estimates. Their largest award (“grade, drain & surface with bridge” on I-65 in Hardin County) was bid $5.5 million below the cabinet’s projections. Scotty’s four “asphalt resurfacing” bids ranged between 86.8% - 91.1% of the internal estimates for those projects.
Mountain Enterprises garnered $14,566,760 through four single-bid awards, all asphalt-related. Their successful bids ranged between 104.8% - 107.8% of KYTC’s estimates. The company’s bid for 7.4 miles of “asphalt pavement & roadway rehab” on I-64 in Boyd County was $661,194.25 above the engineer’s estimate. Another project in Perry County was awarded despite being $276,349 higher than the cabinet’s projection.
Hinkle Contracting won five single-bid contracts totaling $1,236,984 last month. Only one, however, exceeded the engineer’s estimate. Of note, Hinkle faced competitive bids for a “pavement” project in Bourbon County. The competition, however, didn’t come from any of the road contractors that have historically refrained from bidding against one another in the Lexington area. (Link & link)
The Allen Company was successful with three single-bids in Madison County. 2 of the 3 bids exceeded the engineer’s estimate. In sum, Allen’s single-bid awards exceeded the cabinet’s estimates for the 3 projects by $59,001.
The other asphalt-related single-bids were awarded to:
Gaddie-Shamrock: $1,259,381 for 4.6 miles of “asphalt resurfacing” in Clinton County.
L-M Asphalt Partners: $3,380,465 for 3.6 miles of “asphalt paving and roadway rehab” in Whitley County.
Ragle Inc.: $1,063,785 for an “asphalt surface with grade & drain” project in Henderson County.
Walker Construction: $1,296,108 for 12.5 miles of “asphalt resurfacing” in Menifee County.
Ragle’s and Walker’s bids came in under KYTC’s estimate.
Gaddie’s and L-M’s bids both came in above the engineer’s estimate, costing taxpayers $123,201 more than KYTC anticipated for those projects.
Single-bid projects were awarded in the following Kentucky counties in January: Breathitt, Boyd, Butler, Clinton, Estill, Hardin, Harlan, Henderson, Jessamine, Johnson, Lee, Madison, Menifee, Metcalf, Morgan, Owsley, Perry, Pulaski, Simpson, Warren, Whitley.
