Bluegrass Institute age 18 dropout research cited

Blogger Tom Bartlett of The Chronicle of Higher Education cited Bluegrass Institute education scholar Dick Innes' research on raising the high school dropout age to 18.

Innes makes the case that raising the dropout age to 18 will increase unfunded operations costs by $166 million and that this policy has not worked in other states.
