Bluegrass Institute CEO: Poor, minority Ky. students being denied a seat at the Table of Opportunity
(ELIZABETHTOWN, Ky.) — Bluegrass Institute president and CEO Jim Waters will explain why the first and only free-market think tank in Kentucky is supporting outside intervention in the Jefferson County Public Schools and other statewide education reforms.

"If poor blacks were denied at Kentucky's lunch counters, no one would oppose 'outside intervention,' if necessary," Waters said. "The math-proficiency gap between white and black JCPS fourth-graders is 38 points and is even larger in Elizabethtown, which indicates too many minorities are being denied a seat the Table of Opportunity across this commonwealth."
"We don't see any significant change occurring without state intervention, especially as long as union contracts, bureaucrats' preferences and adult-centered agendas take precedence over the primary purpose of public education: preparing Kentucky students for future success," he added.
