Is an 'innovative and nimble' plan possible without right to work, tax reform?

With a "new" approach to economic development, does this mean that Louisville Mayor Greg Fischer will be traveling to Frankfort soon to promote proven economic-strengthening policies, including right-to-work and the kind of tax reform that favors job creators?

While those policies would favor Fischer's goal to make River City's economic plan "innovative and nimble," some of them would not sit well with a key constituency of the mayor -- labor unions.  All you have to do is look across the river to see that division.
